I had the same problem with my youngest. She potty trained early (she mimiced her big sis, not pushed into it) and it was impossible to find any disposable underpants that would fit her, or even panties that would. At the time she was around 18 pounds. We ended up giving her cloth panties in the smallest size and having her wear a diaper under, that way the bulk of the diaper would hold up the panties, but she still got the big girl image. The she was surprizingly dry most of the day and we just went to the panties that were baggy. If you want to go disposable, then here's a list of smallest to biggest by brand (from what I can remember):

Kroger, Hy-Vee, Pamper's Easy-Ups, Wal-Green's, Huggie's Pull-ups, Target, Wal-Mart.

Just remember that by switching brands you may encounter an allergy, or by adding special features like the "cool-alert".

My older sister's kids were petite, when they were younger. My 10 year old nephew, my 8 year old niece and my 6 year old nephew were teeny tiny compared to my 2 daughters. When my older sister's kids were younger, she had a hard time finding "big kid undies/panties" for her kids. My 6 year old daughter is tall for her age, just like her father. My 4 year old daughter has big thighs, just like me and my 4 year old nephew. Now her kids are a fair size now, but still a little short and skiny.

My daughter weights roughly 21 lbs and is 2 years old. Pull-ups 2T-3T are the only "training pants" that were small enough for her since you can adjust the sides. As for panties, I found that the "Elmo" and "Princess" panties are the only 2T-3T that actually fit. "Hanes" or "Fruit of the Loom" are always too big. Hope this helps. Good luck.

I am struggling with a 2 1/2 year old that wants to potty train but I am running into the problem of finding pull-ups and underwear small enough for her. She is very petite and wears a size 3 diaper and weighs about 22 lbs. Any suggestions?
