4 year old has no interest in potty -please help!!

My daughter turned 4 in march and has absolutely no interest in the potty.We have been working on this since she was 2&1/2.I ask her all day if she has to go.(especially after eating or drinking)I even have her sit on either her little potty or the big potty,sometimes she goes pee.(most of the time not)I'm just getting scared,my other girls were pretty much done at 3.We were thinking of sending her to preschool.Will they even take her if she's not potty trained?I feel like I'm failing her.Her older sisters are 12 & 9.They try to help too.I've also let her pick out big girl panties.Made no impression.Bought all kinds of videos-nothing.Any suggestions??????
