2 1/2 year old potty training.......need help!!!!!!!!!

My son is 2 1/2 and is partially potty trained. He wears his pull-ups to daycare, he tells his teachers that he has use the bathroom. He will stand up and urinate. When we're home I allow him to be without pull-ups. He will go the bathroom on is own. When he wears underwear he does not go to the bathroom. Therefore I let him be free until he might be ready to use underwear. At night he wears his pull-ups. My questions are when is the right time to put him in underwear and when do I make the transition of him wearing underwear to daycare?
