Sometimes goes and other times fights going

I hsve been tring to potty train our 3yr old daughter for ahile now and she is very inconsistant. I really wasn't pushing the issue originally as we have a new baby, who is now 3 months. At first whe was really excited about using the potty, but now it varies from excitement to me litarilly dragging her to try and use it. She has stayed with my parents for a few days and really does well, but comes home and just refuses to use the toliet. My biggest frustration is she has a problem with a reoccuring bacterial rash that turns into an infectous cysts. Any ideas why she is so stubborn at home, especially since I do the same things that my parents do to get her to use the potty?
