I'm having the exact same problem. My daughter treats panties as a diaper. She doesn't care if it's a pull-up or panties. She treats them both the same. My daughter is also 3 and the only time she uses her potty is when she is naked from the waist down. She doesn't even tell me she has to go she just uses the potty herself. But that method doesn't really work outside of the house. It is very frustrating.

I've been potty training my daughter for a little over a yr now and whenever she would do good in potty training I would put her panties on she would wet them. I would only put them on occassionally, but whenever she plays she never stops what she's doing and doesn't ever tell me that she needs to go. About a couple of weeks ago I had put one on her and she peed her panties twice within 15 or 20 min after changing the first one. It has been a week now and she's somewhat progressing (with her pull-ups) and have been meaning to put the panites back on her, but not so sure to keep the pull-ups on or just keep going with her trying her big girl panties. I just not sure what to do?
